Uganda's Aviation Sector Soars to New Heights: Unlocking Global Connectivity and Economic Growth

Uganda has taken a giant leap forward in its aviation sector, securing a series of groundbreaking international flight agreements at the prestigious 17th International Civil Aviation Organization (ICAO) summit in 2025. This landmark event, known as ICAN2025, took place in the vibrant setting of Punta Cana, Dominican Republic, where Uganda's delegation made waves.

Led by the esteemed Olive Birungi Lumonya, Deputy Director General of the Uganda Civil Aviation Authority (UCAA), the Ugandan team was a force to be reckoned with. They were joined by key stakeholders from the Ministry of Works and Transport, Uganda Airlines, and the East African Civil Aviation Academy, united under a common goal: to strengthen Uganda's global air links and unlock new possibilities.

The delegation's efforts paid off spectacularly. Uganda signed six Memoranda of Understanding (MOUs) and initialed Bilateral Air Services Agreements (BASAs) with a diverse range of countries: Argentina, Eswatini, Denmark, Norway, Sweden, and Guyana. They also solidified a reviewed BASA with Qatar, a significant player in the aviation industry.

These agreements are a game-changer. Lumonya emphasized their potential, stating, 'These agreements are a major step forward in expanding Uganda's global air connectivity. They will give passengers more choices, improve competition, and support the growth of our aviation sector.'

BASAs, as Lumonya explained, are the cornerstone of international aviation agreements. They dictate the rules of the game, determining which airlines can operate flights between two countries, how often they can fly, and which routes they can serve. Without these agreements, even the most ambitious airlines would be legally barred from flying to Uganda.

During ICAN2025, Uganda also actively participated in policy discussions shaping the future of aviation. They delved into the Single African Air Transport Market (SAATM) and global air transport liberalization, celebrating the Yamoussoukro Decision Day on November 14, 2025. These discussions were instrumental in shaping the aviation landscape across Africa and beyond.

The UCAA is confident that the outcomes of ICAN2025 will have a profound impact. They believe these agreements will boost tourism, facilitate trade, and enhance Uganda's ability to attract investors. Lumonya added, 'Strengthening our air connections means strengthening our economy. These agreements reaffirm Uganda's commitment to building a modern, competitive aviation industry.'

As the next steps, the new agreements will undergo domestic processes before airlines can begin applying for route approvals. This meticulous process ensures that Uganda's aviation sector continues to thrive, connecting the country to the world in unprecedented ways.
